If the bottom row is an odd one out, then number 8 is certainly the outlier.
Is that Zoe Markham, when the children stay for tea with her and Boysie?

Number 2 looks like Guy Fawkes. Is he one of the waxwork figures in The Mystery of the Missing Necklace?

Number 7 might be Lady Candling or Miss Trimble. I think both appear in The Mystery of the Disappearing Cat and one or two other books as well.

Miss Trimble wore ordinary glasses which often ‘fell off’ so I think that can’t be her.

That's a great call, Splodj.
The only one I could think of in pyjamas was Mr Fellows, and it didn't look like him. But you're right, Mr Trotterville gets hauled out of bed in "Invisible Thief", when Buster barks at Mr Goon examining the property when he gets the 'Trotvill next' message.
