It's definitely Enid Blyton's Animal Lover's Book but I'm afraid I can't name the illustrator. The picture of the waggon is gorgeous though.

I am actually playing with the Mary Pollock books at the moment for the back cover of Journal 80 as they were published 80 years ago in 1943 !
