That sounds very familiar!
I’m assuming, perhaps incorrectly, that it’s about George Kirrin, and I’m going to guess the book is Demon’s Rocks - the quote has that seaman’s cottages feel to it.

I’ve just listened to Smugglers Top, but can’t remember George looking at windows in that book. I seem to think she was escaping from somewhere or exploring. It’s so long since I read or listened to the later books.

It was when George climbed down the rope-ladder from the bedroom she was locked in and walked along the wall that encircled Castaway Hill and she could look into some of the houses (and saw Block talking to Mr Barling!)
