Reg quotes can become GROTESQUE which is synonymous with ‘something outrageous’.

I've been struggling to think up anything for this one. Finally got a guess that at least works for the first part, though I'm not sure about the last bit - is it 'Out of kilter'?

Out Of Kilter is right. The ‘hesitation’ is just ‘er’ which is often used in crosswords for hesitation, as is ‘um’.
I was quite pleased with ‘Scotsman partially undressed’ = ‘out of kilt’.

I should have thought of hesitation signifying um / er. I'll try to remember that for future clues. :)
