Too bad Mr Rogers the gardener wouldn't let Julian (who said the quote) and the others find out.
Here in "Five Run Away Together", he and George had gone to the train station to pick up Julian, Dick and Anne, who had just arrived, and were taking them all up to Kirrin Cottage, when George suddenly saw something coming from "her island" (ie: Kirrin Island) and made Rogers stop onto the side of the road so she could look/see for certain. Some small pillar of smoke coming from the island. Then Julian suggested a passing steamer, and to wait and see, but Rogers said they had to be back in Kirrin Cottage right away.
So this little mystery was left for another day.... like, say, the Five fleeing off to said island in an early morning to get away from the Sticks, who had just arrived to look after the house after Quentin and Fanny go away.

You'll recall that Julian, Anne, George, Timmy & Richard Kent finally made it inside the gates of the walled-/fenced-off grounds of Owls Dene and were now secretly crouched on the driveway looking upon the house.
Then the gates finally closed. Locking them inside the grounds. Richard himself says so. [Using Dick's voice, for some reason! Blast those voice overdubs....]
And for the rest of you:
