What relation is Miss Pepper to Miss Hannah?

Miss Hannah and Miss Pepper are said to be cousins in The Ring O' Bells Mystery. However, Diana refers to Miss Hannah as Miss Pepper's sister in one of the other books - The Rubadub Mystery, I think.
