Not quite.
You are close to what happened with his second set, but he did something else with his first set.

Snubby came in the dirtiest clothes ever--- after his bath ,which by the way Miss Pepper gave him-- she gave him Roger's clean shorts, Barney's shirt , which Snubby again made as dirty as ever.So wearing some raggedy clothes, he went to buy second hand clothes at the ice cream shop ,which sold them. :) :) :)

Correct. He got the first set dirty before he arrived by travelling in a wagon, then got the second set dirty at the beach.
